SALARY: $75,000 to $84,000 annually
REPORTING AUTHORITY: Vice President of Business Affairs

Position Duties/Responsibilities
- Manage all HR and Student Employment program functions and employees.
- Provide guidance and counsel to management, supervisors and employees in areas related to HR.
- Develop, update, interpret, and maintain all Human Resources policies and procedures as required by laws and regulations.
- Collaborate with Vice President of Business Affairs and supervisors on effective Human Resources management practices.
- Manage, certify, and process all weekly personnel actions approved by Executive Leadership Team.
- Certify and approve all personnel and payroll action data entry in Banner and state database for all employment types. Responsible for ensuring systems match.
- Manage all aspects of the hiring process from advertisement to onboarding.
- Manage all aspects of onboarding and offboarding processes.
- Manage Drug Testing program and oversight of Pre-Employment Background programs.
- Manage a comprehensive training program and new hire orientation program. Direct responsibility for reporting training statistics to ULS Board and State Civil Service as required by law.
- Manage comprehensive insurance programs.
- Direct responsibility for processing Visiting Lecturer and Graduate Assistant semester appointments.
- Direct responsibility for Family Medical Leave approval and medical certifications.
- Direct responsibility for Transitional Modified Duty program medical certifications and committee meetings, job descriptions for modified or light duty, and return to work programs.
- Manage Worker’s Compensation and accidents/incidents on campus. Serve as Liaison between the Office of Risk Management and the Attorney General’s Office or attorney in suits. Direct responsibility for ORM audits.
- Direct responsibility for approval of Official Driving Records according to ORM standards.
- Direct responsibility for general safety program.
- Direct responsibility for quarterly safety meeting content and compliance reports.
- Direct responsibility for all Retirement processing, enrollment into retirement programs and counseling.
- Direct responsibility for compliance with Fair Labor Standards Act and determinations of FLSA status.
- Serve as Delegated Appointing Authority for Classified matters and responsible for progressive discipline, work improvement plans, formal discipline, and standards of conduct for classified employees.
- Manage update/creation of position descriptions and organizational structure.
- Direct responsibility for audit management both internal and external.
- Direct responsibility for Immigration processes working directly with Immigration Attorney.
- Manage personnel files according to state standards.
- Maintain strong knowledge of business practices and implement workflows and other technology projects as needed.
- Create and maintain reports and processes in UC4 and Argos and provide on demand spreadsheets when requested.
- Responsible for website and portal maintenance or oversight.
- Represent the University in unemployment matters, civil service hearings, and other court hearings as required.
- Serve as a facilitator for various attorneys, legal counsel, etc. when requested.
- Manage the office budget and approve all budget transactions.
- Serve on committees as appointed or requested by supervisor.
- Other duties as assigned.
Required/Preferred Qualifications
Required:
- Bachelor’s Degree.
- Five years of HR related experience or an equivalent combination of education and experience.
- Excellent oral and written communication skills.
- Ability to work with diverse groups in a team environment.
- Excellent customer service skills.
- Excellent technology skills including Microsoft office products.
- Strong leadership skills.
Preferred:
- Master’s Degree.
- Administrative experience in interpreting State of Louisiana HR policies and procedures to include State Civil Service and ULS Board rules and regulations.
- Administrative experience with State of Louisiana Benefit programs, Office of Group Benefits and State Retirement Programs.
- Experience with NEOED Insight and Onboard programs.
- Experience with Ellucian Banner modules.
